New Practice for Standard Practice for Preparing an Environmental and Human Exposure Screening Report (ESR) for Substances Used in the Built Environment

1. Scope
1. Scope 1.1 This practice provides the minimum requirements for publishing an exposure screening report (ESR) for environmental and human exposure to substances in installed products. The resultant ESR will communicate possible environmental and human health impacts to product specifiers, owners, and others. 1.2 This practice shall be used when developing application, product form, and service environment specific ESR practices for products incorporated into the built environment. 1.3 The ESR assessment of the potential hazards shall be based upon an evaluation of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) mixtures guidance included in the scope of this practice. 1.4 The ESR shall be based on the specific intended application and service environment and shall make a determination whether the substance(s) in the installed product poses a significant risk based upon a screening that considers the product form and substance concentration. 1.5 This practice does not cover product fabrication or installation processes because these are subject to worker safety and health regulations and law. 1.6 The final manufacturer offering the product to the market or agent is responsible for providing this information and completing this report. 1.7 The values stated in SI units are to be regarded as standard. No other units of measurement are included in this standard. 1.8 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.9 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Rationale

This standard practice is intended to fulfill one of the assessment requirements of WK 90102 Standard Practice for Minimum Criteria for Comparing Materials and Systems During Built Environment Use Stage Life Cycle Assessments (LCA). It’s purpose is to establish minimum requirements for human or environmental risk assessment associated with exposure to the installed materials used in a specific application, product form, and service environment as the result of normal use, predictable material deterioration, resilience risk or expected maintenance. ASTM E3182 Standard Practice for Preparing an Occupant Exposure Screening Report (OESR) for Substances in Installed Building Products will serve as the model for this standard. It will not replace E3182. Instead, this will establish the minimum requirements for development of Exposure Screening Reports (ESR) like ASTM E3182. Users of this standard will be directed to ASTM E3182 and future standards developed to these requirements. The intent is to guide users to and increase the visibility of standards, some potentially already in development, that meet these scientifically based requirements.
