Rationale

To better provide descriptions for test procedures, apparatus, construction materials, and quantitative measures for the pass/fail criteria in order to maintain the consistency between testing laboratories or facilities. The proposed changes are based on the discussion and feedback received following the FRP task group meetings whose members include representatives from manufacturers, laboratories, and AHJ.
