Rationale

In a recent ballot involving A1.6.5 a negative voter pointed out that Vn should be defined as ‘net volume…’ and not ‘average net volume…’ to be consistent with 9.4. The voter agreed to withdraw their negative based on balloting to correct this error. The task group agreed with the voter and this ballot item is proposing to correct the definition of Vn in A1.6.5 which has been in error since Annex A1 was first introduced in 2007.
