Nominations for the ASTM Board of Directors

In accordance with the ASTM International bylaws, we are pleased to announce the slate of candidates selected by the society’s Nominating Committee for election to ASTM offices for terms commencing Jan. 1, 2017: chairman of the board — one-year term; vice chairman — two-year term; and six directors — three-year terms. The election is official when the ballot closes on Dec. 1.

This election is administered via the ASTM website. Emails will be sent to ASTM members containing links for accessing the online ballot. If you do not have access to the Internet, you may request a hard copy of the ballot from Maureen Houck at +1.610.832.9594. Whether using the website or hard copy, remember that the deadline for receipt of all ballots is Dec. 1.

D. Thomas Marsh is president/CEO of Centrotrade Minerals and Metals Inc. in Chesapeake, Virginia, a producer, distributor and technical advisory company of Halcyon Agri Corp. Ltd. for rubber and latex.
An ASTM member since 1990, Marsh currently serves as chairman of Committee D11 on Rubber and is a member of Committees F08 on Sports Equipment, Playing Surfaces and Facilities, and F23 on Personal Protective Clothing and Equipment. He also served a term on the ASTM Committee on Technical Committee Operations from 2007 to 2009. D11 has honored him with a Distinguished Service Award for his contributions.

Marsh was laboratory and technical services manager for Ansell Inc. in Troy, Alabama, and then president of the Ore and Chemical Corp. in Virginia Beach, Virginia, before joining Centrotrade. In his current position, which he has held since 1999, Marsh directs day-to-day operations; provides technical, regulatory and standards organization oversight to sister groups in Europe and Asia; and administers material specifications and contracts.

Marsh holds a general sciences degree from The Ohio State University and a bachelor’s degree in business management from Liberty University.

Taco van der Maten is marketing manager at PANalytical in Almelo, the Netherlands. In this position, he is responsible for the global polymer, oils, fuels, petrochemicals, and environmental markets at PANalytical, a worldwide supplier of analytical instrumentation and software for X-ray diffraction, X-ray fluorescence spectrometry, near infrared spectroscopy, cross-belt analyzers based on pulsed fast and thermal neutron activation technology, and sample preparation equipment for several analytical techniques.

An ASTM member since 2006, van der Maten is chairman of Committee F40 on Declarable Substances in Materials, which develops standards for the evaluation of materials/products for RoHS, recycling and use of hazardous substances in electrical and electronic equipment; REACH and similar requirements; and rare earth materials. He is also a member of Committees D02 on Petroleum Products, Liquid Fuels and Lubricants, and D20 on Plastics.

In 1985, the year he graduated from the Dr. Ir. W.L. Ghijsen Institute in Utrecht with a degree in analytical chemistry, van der Maten became a research chemist for Heineken in Zoeterwoude, the Netherlands. He then worked as research chemist, service delivery manager and business development manager at Royal DSM N.V. in Sittard-Geleen before joining the PANalytical staff in 2006.

Oliver S. Delery Jr., P.E., is vice president of technical marketing North America for Forterra Pipe and Precast, New Orleans, Louisiana, an international building products company that manufactures concrete, pipe, and construction products.

An ASTM International member since 1982, Delery is the current chairman of Committee C13 on Concrete Pipe after having served as the committee’s vice chairman from 2002 to 2007. Delery received the C13 Robert R. Litehiser Award in 2000 for his service to the committee, and he was honored with the Award of Merit and title of fellow in 2013 for his leadership and service to the committee and contributions to the concrete pipe standards development.

Before beginning his career with Forterra Pipe and Precast in 2002, Delery held positions as Gulf Coast vice president and corporate engineer at Choctaw Inc. in New Orleans, Louisiana, and as president of New Orleans Cement Products Co. He holds a bachelor’s degree in civil engineering from Tulane University and is a licensed civil engineer in the states of Louisiana, Mississippi, and Texas.

John Fletcher is technical support manager at Elcometer Inc., Manchester, United Kingdom, an inspection equipment manufacturer for the coatings, concrete, and metal detection industries, represented in the United States by Elcometer Inc., Rochester Hills, Michigan. He is responsible for worldwide support for Elcometer products and Elcometer’s compliance with ISO 9001, Quality Management Systems, and ISO 14001, Environmental Management Systems.

Fletcher has been a member of ASTM International since 2007 and is currently vice chairman of Committee on D01 on Paint and Related Coatings, Materials, and Applications as well as chairman of Subcommittee D01.23 on Physical Properties of Applied Paint Films. In January 2016, Fletcher received an Award of Appreciation for his service as D01 chairman for three consecutive terms. He is also a member of Committee E06 on Performance of Buildings.

Before beginning his career with Elcometer in 1982, Fletcher worked as a development group leader at Mullard Hazel Grove Ltd. for 13 years. He holds a bachelor’s degree in electronics from Stockport Technical College and a professional certificate in management from Manchester Polytechnic.

Laurie E. Locascio, Ph.D., is director of the Material Measurement Laboratory at the National Institute of Standards and Technology in Gaithersburg, Maryland, a federal agency within the U.S. Department of Commerce. MML promotes the advancement of measurement science, standards, and technology in the areas of bioscience, chemical science, and materials science and engineering.

Prior to becoming director of MML in 2012, Locascio served as division chief of the Biochemical Science Division at NIST. Her technical expertise lies in bioengineering, and her research portfolio included the development and applications of microfluidic systems for biomedical research.

Locascio received a bachelor’s degree in chemistry from James Madison University, a master’s in bioengineering from the University of Utah, and a Ph.D. from the University of Maryland Medical School at Baltimore. She is the author of more than 100 scientific papers and holds 12 patents.

Irving S. Scher, Ph.D., P.E., is a principal and biomechanical engineer at Guidance Engineering and Applied Research, Seattle, Washington, an engineering and scientific consulting company that performs in-depth research and analysis for its clients.

An ASTM International member since 1999, Scher is currently chairman of Committee F27 on Snow Skiing and of F27.60 on Research and Statistics. He was also F27 membership secretary from 2011 to 2014. In addition, Scher is a member of Committees F08 on Sports Equipment, Playing Surfaces, and Facilities; F13 on Pedestrian/Walkway Safety and Footwear; and F24 on Amusement Rides and Devices.

Scher, who is also an affiliate scientist in the Applied Biomechanics Laboratory at the University of Washington, specializes in biomechanical engineering and accident reconstruction, and he has experience with related testing design and analysis.

From 2004 to 20009, Scher had been adjunct associate professor of clinical physical therapy at the University of Southern California. He holds degrees in mechanical engineering — a Ph.D. and M.S. from the University of California (Berkeley) and a B.S. from the University of Pennsylvania.

Arman Shakkaliyev is director of the Department for Technical Regulation and Accreditation at the Eurasian Economic Commission, Moscow, Russia, the regulatory body of the Eurasian Economic Union, which works to advance economic integration in the region. The EEU includes Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan.

Before beginning his position at the Eurasian Economic Commission, Shakkaliyev was director-general at the Kazakhstan Standardization and Certification Institute for eight years. Earlier in his career, Shakkaliyev gained experience as the director of the Kazakhstan Institute of Metrology and at Kazakhstan’s Ministry of Economy and Budget Planning. He specializes in standardization, certification, quality management, and technical regulation.

Shakkaliyev holds a law degree from Gumilyov Eurasian National University; an economics degree from Karaganda State University; and a degree in standardization, certification, and metrology from Kostanay Engineering Economic University.

Jeff Weiss is deputy director of policy and strategic planning and senior advisor for strategic initiatives in the Office of Policy and Strategic Planning within the U.S. Department of Commerce, Washington, D.C. The office develops strategic policy priorities and provides policy counsel to the Secretary of Commerce.

In his current role, Weiss specializes in standards and global regulatory policy, as well as digital economy, aviation, and port and supply chain issues. Before starting in the Secretary's office in 2013, Weiss served as associate administrator for the Office of Information and Regulatory Affairs in the Office of Management and Budget in Washington, D.C.; as senior director for Technical Barriers to Trade and assistant general counsel at the Office of the U.S. Trade Representative; and as an attaché/assistant legal advisor at the Mission of the United States of America to the World Trade Organization in Geneva, Switzerland.

Weiss holds a bachelor’s degree in sociology, with a certificate in markets and management, from Duke University, and a JD and master in public policy from Harvard.
